Lee Freeman

Managing Director

Former plumber and gas engineer, Lee Freeman founded Public Sewer Services in 1989. From a single operative, Lee built a team of over 160 employees and has lead the company from a turnover of a few thousand to presently in excess of £20 million.

His creative mind, passion and expertise has led him to seek innovation throughout the UK and Overseas looking for new technology and solutions. Lee specialises in “No Dig Technology” to reduce customer disruption, costs and the effects on the environment.

Lee has been instrumental in the continued improvement to the health, safety and environmental procedures within PSS Utilities, helping to raise health, safety and environmental performance throughout the industry.

Joanne Theobald

Performance Development Director

Joanne joined the Company in 2011. Having studied and qualified within the financial services industry, she worked for 23 years in the highly regulated and performance targeted banking world.

She is target focused and thrives on exceeding expectations. Her passion for the industry and drive to ensure the success of PSS Utilities, brings infectious energy to the teams, supporting the continued improvement and growth achievements.

Joanne’s leadership supports the culture and spirit of the Company. Balancing the professional and fun approach, with genuine care and concern for the employee’s. Always striving for excellence, she has a proactive, forward thinking approach and is the lead on behavioural safety.

Angie Gawthorn

Finance Director

Angie joined PSS Utilities in 1998 and has been with the company from its establishment, which has placed her in a unique position of understanding the whole business from commercial and financial management through to operations.

She is highly analytical with a demonstrated talent for identifying, scrutinising, improving and streamlining complex work processes. She is goal driven with the ability to take charge, manage and deliver, bringing projects to an efficient, timely and cost effective conclusion for our clients.

She has built strong relationships with the company’s clients and the supply chain, demonstrating a proactive and flexible approach in ensuring that our client’s needs are achieved. By effectively managing, encouraging and guiding the dedicated team behind her, she enables works to be carried out efficiently and produces optimum results.

Chris Armory

Commercial Director

Chris joined the company in March 2015 as Commercial Manager. Having 25 years experience working in the Utilities industry he has worked in a broad range of roles including Quality Assurance, Training and Development, Potable Water Mainlaying, Project Management and Quantity Surveying of Trenchless schemes.

Chris earned a Masters in Quantity Surveying in 2018 whilst working at PSS Utilities. Chris also has a Post Graduate Certificate in Pipeline Technology and Network Management and a BSc(Hons) Degree in Management Science.

Overseeing the Trenchless Division Chris has a passion for innovative technologies, committed to sustainably driving business growth whilst delivering best value across our operations. With focus on reducing the environmental impact of construction activities whilst enhancing utility infrastructure and overseeing the Commercial and contractual operations of the business.

Gavin Greenfield

Operations Director

Gavin joined the company in 2014 as an HGV driver following a seven-year career as a Royal Engineer in the British Army (2007–2014). Over the past decade, he has progressed through the business, gaining extensive industry knowledge and hands-on experience across various operational functions.

A certified member of IOSH with multiple NEBOSH qualifications, Gavin has recently transitioned into a senior leadership role. In this position, he focuses on supporting and leading CCTV, Jetting, and Excavation teams, driving operational efficiency, fostering team success, and ensuring a safe and compliant working environment. His leadership is underpinned by a strong commitment to continuous improvement and creating a culture of safety and excellence across the business.
